Purpose: To provide Council with an overview of potential opportunities, locations, and costs associated with a landmark Burnaby sign, and to outline key considerations for future decision-making.

2024 ANNUAL MUNICIPAL REPORT AND ANNUAL MUNICIPAL REPORT HIGHLIGHTS

Purpose: To present the 2024 Annual Municipal Report and 2024 Annual Municipal Report Highlights.

REZ #20-27 - 6887 PALM AVENUE - PROPOSED AMENDMENTS TO HOUSING AGREEMENT RENTAL RATES

Purpose: To seek Council approval to amend the rental rates for the Housing Agreement for 6887 Palm Avenue (REZ #20-27).

REZ #23-11 - 5502 LOUGHEED HIGHWAY - PROPOSED ALTERATIONS TO MIXED-USE DEVELOPMENT FOLLOWING SECOND READING

Purpose: To seek Council approval to amend the suitable plan of development for REZ #23-11, to rescind Second Reading of the rezoning bylaw, and to introduce the rezoning bylaw with an amended development plan for Second and Third Reading.

TUP #25-04 (RENEWAL) - 102 & 103 - 2900 BAINBRIDGE AVENUE

Purpose: To seek Council approval for Temporary Use Permit (TUP) #25-04 renewal for a taekwondo academy within two existing commercial retail units.

CI - MATERIALS TESTING SERVICES

Purpose: To obtain Council approval to award a Contract Increase (CI) for Materials Testing Services to Metro Testing & Engineering Ltd.

CI - ASPHALT PAVING SERVICES - ENGINEERING DEPARTMENT

Purpose: To obtain Council approval for a Contract Increase (CI) for the Asphalt Paving Services – Engineering Department contract.

CR - EVENT PRODUCTION SERVICES

Purpose: To obtain Council approval for a Contract Renewal (CR) for Event Production Services.

CR - MOBILE PAYMENT SERVICES - PARKING

Purpose: To obtain Council approval for a Contract Renewal (CR) for Mobile Payment Services – Parking.

8.1

ECC - RE: FOOD SECURITY GRANTS

Purpose: To seek Council approval for the inclusion of a Food Security Grant stream as part of the Community Grant Policy, and for $90,000 to be allocated over a 3-year period to contribute to the operational start-up of a Burnaby Food Security Table.

ECC - RE: COMMUNITY GRANTS - #25.03.RS AND #25.20.I

Purpose: To seek Council approval of recommended grants for Burnaby Minor Hockey Association (#25.03.RS) and Colombian Canadian Association (#25.20.I).

8.3

ECC - RE: FESTIVALS BURNABY GRANT - SPRING INTAKE 2025

Purpose: To seek Council approval for Festivals Burnaby Grant Program Spring intake recommendation.

ECC - RE: PLAYGROUND DEVELOPMENT GRANTS 2025

Purpose: To seek Council approval of the recipients of the 2025 Playground Development Grants.

8.5

ECC - RE: ENHANCING LOBBYING TRANSPARENCY

Purpose: To provide information on the feasibility of amending the Burnaby Code of Conduct Bylaw to require City of Burnaby elected officials who are registered lobbyists to disclose their clients to the Corporate Officer for inclusion in the public record.

PRCC - RE: URBAN FOREST STRATEGY

Purpose: To seek Council approval of the Urban Forest Strategy.

TC - RE: BURNABY INTELLIGENT TRANSPORTATION SYSTEMS STRATEGIC PLAN - UPDATE

Purpose: To seek Council feedback and direction on the Burnaby Intelligent Transportation Systems Strategic Plan.

TC - RE: ESTABLISHMENT OF THE SAFE, GREEN, AND ACTIVE TRANSPORTATION REPORT CARD

Purpose: To seek Council approval to establish an annual Report Card to track and report on the City of Burnaby's progress toward its mode-split, vision zero, and zero emissions targets.

SU: 2025 Q1 OPEN RESOLUTIONS AND BYLAW TRACKING

Purpose: To provide Council with the 2025 Q1 Open Council resolutions and Bylaw status update (SU).

9.2

ECC - RE: REFERRAL TO STAFF - BURNABY ARTS COUNCIL ANNUAL OPERATING GRANT

Purpose: To seek Council approval of the Burnaby Arts Council’s annual operating funding of $25,000, ensuring it remains eligible for funding from other levels of government.

PSC - RE: 2024/2025 EMERGENCY WARMING CENTRE OPERATIONS SUMMARY

Purpose: To provide Council with a summary of the City of Burnaby's 2024/2025 Emergency Warming Centre response.

9.4

PSC - RE: SU: RCMP STATUS REPORT (DECEMBER 2024 - JANUARY 2025) AND ANNUAL PERFORMANCE PLAN QUARTERLY REPORT (OCTOBER - DECEMBER 2024)

Purpose: To provide Council with a status update (SU) on policing operations covering December 2024 to January 2025 and the Annual Performance Plan quarterly report covering October to December 2024.

PSC - RE: SU: FIRE DEPARTMENT STATUS REPORT

Purpose: To provide Council with the Burnaby Fire Department's status update (SU) available to the end of February 2025.

TC - RE: 2024 BURNABY TRANSPORTATION BENCHMARK

Purpose: To present Council with an overview of the 2024 Burnaby Transportation Benchmark Project for information.

TC - RE: SOUTHEAST BIKEWAY UPGRADE PHASE 1

Purpose: To provide an overview of the Southeast Bikeway Upgrade project.

Purpose: to authorize the execution of a Housing Agreement for the non-market rental housing development at 6263 and 6337 Cassie Avenue

RESCIND SECOND READING AND REINTRODUCE SECOND AND THIRD READING

11.2.1

#14707 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 26, 2024 - REZ #23-11 (5502 Lougheed Hwy)

Purpose: to allow for a high-density mixed-use development comprised of residential (1432 market strata and 235 affordable rental units), along with commercial space fronting Lougheed Highway and live-work units further south on the site. The proposed built form includes three residential towers (46, 54, and 60-storeys) above a common 5-storey podium and a shared underground parkade

Purpose: to permit the construction of a six-storey mixed-use building on Edmonds Street with commercial uses at street level and residential units above, as well as a four-storey townhouse building fronting Wedgewood Street
