Purpose: To seek authorization required under the Burnaby Noise and Sound Abatement Bylaw for outdoor events at specific locations.

Purpose: To seek Council approval for Temporary Use Permit (TUP) #24-03 to permit indoor recreation use at 5318 Imperial Street.

Purpose: To seek approval to award a grant in the amount of $1,500 to I.T. Productions in support of their Raise Your Hands Against Racism campaign.

Purpose: To seek Council approval to request staff to review financial policies to reflect Council approval for any expenditure exceeding $500,000.

Purpose: To outline City initiatives to celebrate the 60th year anniversary as a Sister City with Kushiro Japan.

Purpose: To seek Council approval of a Community Benefit Bonus Affordable Housing Reserve (CBBAHR) in the amount of $451,126 to support the development of 48 units of non-market seniors’ supportive housing at 3770 Trinity Street.

Purpose: To provide an introduction on the proposed scope and process of the Tenant Protection Bylaw and Development Permit Area for tenant protection project.

Purpose: To seek Council authorization of an expenditure of up to $10,000 to allow for up to five (5) members of the Parks, Recreation and Culture Committee to attend the 2025 BC Recreation and Parks Association (BCRPA) Symposium in Whistler, BC from May 6-9, 2025. 

Purpose: To provide Council with information on construction activity as reflected by the building permits that have been issued for the subject periods. 

Purpose: To refer the presentation Food Security Grants to staff to provide a report on the proposed streams for food security grants and the process required for implementation.

Purpose: To provide an update on the progress of implementing Phase 1 & 2 actions of HOME: Burnaby’s Housing and Homelessness Strategy.

Purpose: To provide a status update (SU) on the activities and initiatives of the Burnaby Healthier Community Partnership from mid-2021 to 2024 and activities planned for the coming years.

Purpose: to amend the Burnaby Zoning Bylaw by replacing the term "temporary shelter" with "emergency shelter", to provide clarity on the nature of the facility, to better align with the definition of other government bodies, and to continue supporting emergency services. Additional Zoning Bylaw amendments are proposed with the aim of permitting shelters not only on land owned, leased or controlled by the City, but also by other government bodies or non-profit service providers

Purpose: to close certain portions of highway – closure of 4900, 4940 Kingsway; 6446, 6450 Nelson Avenue; and lane between 6446 and 6450 Nelson Avenue (portion of lane dedicated by Plan 4798 in Block 26, District Lot 152, Group 1, New Westminster District containing 247.0 m²) as shown outlined as Parcel A on Reference Plan EPP143835, prepared by Sandra A Wards B.C.L.S.

Purpose: to allow for high-density mixed-use development of the property comprised of 469 residential units including a mix of strata, market rental and non-market rental tenures, and commercial spaces including offices, retail and community-oriented commercial uses. The proposed built form includes a 72-storey tower at the corner of Kingsway and Nelson Street with a podium terracing down from Kingsway to Bennet Street, a publicly accessible elevated plaza and north-south laneway from Kingsway to Bennett Street

Purpose: to advance Phase 2 of the South Yards Master Plan (REZ #17-36) to allow for the construction of a mixed-use development with a 42 storey residential high-rise, rental building podium, and ground-level commercial unit at 4587 Juneau Street (the "development site"), and an approximately one-acre park to be City-owned at 4545 Juneau Street (the "park site")

Purpose: to close certain portions of highway – closure of lane allowance adjacent to and at the rear of 5650 Beresford Street (portion of lane dedicated by Plan 2775 in District Lot 97, Blocks 16 and 24, Group 1, New Westminster District containing 707.1m²) as shown outlined on Reference Plan EPP133492 prepared by Jesse Morin, B.C.L.S., and repeal Burnaby Highway Closure Bylaw No. 8, 2023, Bylaw No. 14623

Purpose: To amend sections of the Burnaby Procedure Bylaw 2024 to update Council administrative procedures pertaining Council practices and policies

No items of correspondence were received for Council's decision. All other items of correspondence were published at the Council Correspondence and Public Notice Submissions package dated March 25, 2025.

Purpose: To seek Council approval for staff to prepare an annual financial report detailing total compensation received by Council members.

THAT Ken Shinozaki and Henry Wakabayashi be approved as Burnaby's 2024 Outstanding Citizens of the Year, and that the Kushiro Cup presentation take place at the 2025 City Appreciation Dinner on May 16, 2025;


THAT the recommendation from the report titled "2024 Citizens of the Year - Kushiro Cup Award", dated March 11, 2025, be released at the March 25, 2025, Open Council meeting; and


THAT staff be authorized to contact the recipients and nominators prior to Council's Open meeting.
