Purpose: To seek Council support for Burnaby Arts Council organizational renewal.

Purpose: To obtain Council approval for a Contract Award (CA) for Supply, Delivery and Maintenance of Computer Hardware and Services.

Purpose: To seek support for a charitable initiative in support of the Burnaby Christmas Bureau at the Burnaby Village Museum (BVM) Heritage Christmas “Bright in Burnaby” event in 2024 and 2025.

Purpose: To seek Council approval to obtain borrowing authority to temporarily finance 2025 expenditures.

Purpose: To provide a framework of earthquake strategies and actions and introduce the Burnaby Strategies and Actions for Earthquake Resilience (B-SAFER) project.

Purpose: To provide an update on the feasibility assessment to improve pedestrian safety, and seek approval to implement short-term measures and to proceed to detailed design for the medium-term and long-term measures.

Purpose: To provide a summary report regarding the 2024 Extreme Heat Responses.

Purpose: to enter into an Inter-municipal Business Licence Scheme

Purpose: To enter into an agreement among the City of Burnaby, the City of Delta, the City of New Westminster, the City of Richmond, the City of Surrey, and the City of Vancouver regarding the Inter-municipal Business Licence Scheme

Purpose: to convert the 10 storeys of commercial office space to a hotel use which includes 159 hotel units, and a ground-level hotel lobby with liquor licence

No items of correspondence were received for Council's decision. All other items of correspondence were published at the Council Correspondence and Public Notice Submissions package dated November 4, 2024.

Recommendation:


THAT due to there being no items of business, the Public Hearing scheduled to be held on Tuesday, November 26, 2024, at 5:00 p.m. in the Council Chamber, be CANCELLED.

Recommendation:


THAT the “Benefits Based Approach” be endorsed as a guiding principle for the delivery of Parks, Recreation and Culture; and


THAT approval be given to the Fees and Charges Policy Framework Update Process, as outlined in the report titled “PRC Fees and Charges Policy Framework” dated October 21, 2024.

CARRIED UNANIMOUSLY

Recommendation:


THAT staff be directed to work with Vancouver Rise FC’s request for the use of Swangard Stadium through the City’s existing Interim Allocation Policy for 2025 (listed as Option 3 in the report titled “Vancouver Rise FC – Partnership Proposal” dated October 21, 2024); and


THAT staff be directed to complete an evaluation of a potential partnership with Vancouver Rise FC following the 2025 season.

CARRIED UNANIMOUSLY

Recommendation:


THAT a resolution to develop a micro-cleaning services pilot program be deferred until such time as City staff require assistance in maintaining the public realm;


THAT opportunities to utilize transitional workers be considered when evaluating future potential micro-cleaning service contracts;


THAT staff respond to Mission Possible’s request to provide services; and


THAT the recommendation be released to the Open Council meeting on November 4, 2024.
