RECOMMENDATION:


THAT the funding amount of $3,045,000 provided by the UBCM Next Generation 911 funding program, as detailed in the August 4, 2023 correspondence be accepted; and


THAT Chief Administrative Officer be authorized to execute the 2023 Next Generation 911 funding agreement on behalf of the City of Burnaby.

Purpose: To provide the Draft Swangard Stadium Revitalization Study and solicit feedback on the proposed options and next steps.


Presentation by Quentin Talbot-Kelly, Partner - Cornerstone Planning Group

Purpose: To introduce a new Public Notice Bylaw to provide for alternative means of publishing statutory public notices, as well as seek Council approval of interim alternative means of publishing statutory public notices until the new Public Notice Bylaw is adopted. 

Purpose: To provide Council with the outcome of staff’s additional investigation and community engagement results regarding options to cover an outdoor pool.

Purpose: To seek Council approval for a charitable donation from the proceeds of the RCMP Musical Ride at Swangard Stadium on June 26, 2023.

Purpose: To seek Council authorization to forward this application to a future Public Hearing date.

Purpose: To seek Council approval for Temporary Use Permit (TUP) #23-01 to permit an automobile rental lot and associated office use.

Purpose: To obtain Council approval to award Contract Awards (CA) for the selected IPD team for the design, procurement and construction of the Rowan Childcare facility located at 4248 Rowan Avenue and 6250 Deer Lake Avenue and seek approval for the City surveyor work.

Purpose: To obtain Council approval to award a Contract Award (CA) with Crown Contracting Limited.

Purpose: To obtain Council approval for a Contract Award (CA) with Jack Cewe Construction Ltd.

Purpose: To obtain Council approval to award a Contract Increase (CI) for additional supply, delivery and maintenance computer hardware.

Purpose: To obtain Council approval to award a Contract Increase (CI) for Asphalt Paving Services - Engineering Department.

Purpose: To authorize staff to migrate the existing Construction Management contract to a Design-Build contract.

Purpose: To obtain Council approval to award a contract extension for the transport and disposal of surplus excavated materials.

Purpose: To reject the Proposed Interim TOD Parking Policy and seek a new report that incorporates the findings of the Transportation Demand Management Plan, and includes a thorough analysis of parking requirements and impacts on neighbourhoods in making recommendations for a Parking Policy in Transit Oriented Developments.

Purpose: to standardize zoning for the City-owned Confederation Park. Currently the majority of the park is zoned P3 Park and Public Use except for the subject site, which as noted above, is zoned CD Comprehensive Development District specifically for the McGill Library and City Archive.

THAT a grant from the Community Benefit Bonus Affordable Housing Reserve in the amount of up to $1,257,697 towards 8304 11th Avenue to cover 40% of an estimated project funding shortfall of $3,144,243 be approved;


THAT the disbursement of the $1,257,697 grant to BC Housing (the lessee of the land) upon execution of the Ground Lease Agreement, issuance of a Building Permit for the project and based upon the Capital Funding Agreement be authorized;


THAT staff be authorized to disburse the CMHC Rapid Housing Initiative project funding in the amount of $10,520,708 to BC Housing based on the terms of a Capital Funding Agreement;


THAT a copy of this report titled “Request for Additional Grant for Non-Market Housing Development at 8304 11th Avenue” be sent to the project partners including the Canada Mortgage and Housing Corporation (CMHC), BC Housing, Progressive Housing Society, Connective Services Society and CitySpaces Consulting; and


THAT if approved, the recommendations of the report titled “Request for Additional Grant for Non-Market Housing Development at 8304 11th Avenue” be released to the Open Council meeting on August 28, 2023.
