RETAIL CANNABIS APPLICATION HELD PENDING ZONING BYLAW AMENDMENT FOR MINIMUM SEPARATION DISTANCES

Purpose: To provide Council with recommendations regarding the subject private retail cannabis store applications.

7.2

STATUTORY RIGHT-OF-WAY FOR BC HYDRO INSTALLATIONS (CA-3181 P1)

Purpose: To obtain Council approval to grant a Statutory Right-of-Way in favor of British Columbia Hydro at 7054 Stride Avenue to provide service to the Metro Vancouver Central Park Main Phase 1 valve chamber.

9523 CAMERON ST. - CAMERON COMMUNITY CENTRE - STATUTORY RIGHT-OF-WAY FOR BC HYDRO

Purpose: To seek Council approval to grant a Statutory Right-of-Way in favour of BC Hydro over a portion of 9523 Cameron St. to permit the installation, operations and maintenance of electrical works.

Purpose: To seek Council approval to support staff’s application to the 2025 Community Excellence Awards of the Union of British Columbia Municipalities (UBCM).

ECC - RE: POLICY DIRECTIONS FOR NAMING AND COMMEMORATION POLICY FRAMEWORK

Purpose: To seek authorization to prepare policies for naming and commemoration based on the policy directions and draft framework included in this report.

8.2

ECC - RE: INTERIM GUIDELINES AND PROCEDURES FOR NAMING CIVIC ASSETS

Purpose: To seek Council’s authorization to update the Interim Guidelines and Procedures for Naming Civic Assets

ECC - RE: BURNABY PLAZA PAVER DEDICATION CEREMONY UPDATE

Purpose: To provide an update on plans for paver dedication and ceremony.

ECC - RE: BICYCLE DONATIONS

Purpose: To request approval to donate abandoned bicycles to local community support groups.

ECC - RE: SPONSORSHIP AND ADVERTISING POLICY

Purpose: To seek Council approval of the draft Sponsorship and Advertising Policy and delegate approval thresholds for entering sponsorship and advertising agreements

ECC - RE: BURNABY MINOR LACROSSE CLUB - JACK CROSBY TOURNAMENT

Purpose: To request Council approval of an additional grant to Burnaby Minor Lacrosse Club to cover allotment fees for the Jack Crosby Tournament that took place from July 3 – July 6, 2025.

FMC - RE: RESERVES UPDATE

Purpose: To seek Council authorization to establish new reserves, authorize a transfer between capital reserve funds, and to consolidate the gaming and operating gaming (interest) reserves.

FMC - RE: ON-STREET PUBLIC PAY PARKING FEE RATE UPDATE

Purpose: To provide information regarding on-street public parking utilization, and to seek Council approval for the proposed on-street public parking fee rate increase in the Broadview Neighbourhood (excludes Sunset Street, Smith Avenue, and Kincaid Street), Lake City Way Station and Production Way University Station area, and Lougheed Town Centre area.

FMC - RE: TRAFFIC CONTROL PERMIT FEE CHANGES

Purpose: To provide information on Traffic Control Permit fee changes to address construction traffic impacts to the community, and seek Council approval for its inclusion in the annual update of the Burnaby Consolidated Fees and Charges Bylaw.

8.10

IRFCC - RE: VISIT OF THE MAYOR OF HWASEONG TO BURNABY

Purpose: To seek Council approval for a budget to host a delegation from Hwaseong City, South Korea, in August 2025 in support of renewing the Sister City agreement.

IRFCC - RE: NEW AND CURRENT SISTER AND FRIENDSHIP CITY RELATIONSHIPS

Purpose: To provide an update regarding Friendship City relationships.

PDC - RE: PROPOSED AMENDMENTS TO RENTAL USE ZONING POLICY STREAM 2 - OPTIONAL RENTAL IN THE RMR DISTRICT

Purpose: To propose an amendment to Stream 2 of the Rental Use Zoning Policy to permit the full balance of surplus RMr density to be utilized for market rental purposes.

PDC - RE: REZ #25-03 - 9500 ERICKSON DRIVE - MULTIPLE FAMILY RESIDENTIAL PURPOSE-BUILT RENTAL INFILL DEVELOPMENT - LOUGHEED TOWN CENTRE PLAN

Purpose: To seek Council authorization to forward REZ #25-03 to First and Second Reading at a future Council meeting.

Purpose: To seek Council authorization to forward REZ #24-22 to First and Second Reading at a future Council meeting.

SU: TAX SALE MANDATED CHANGES

Purpose: To inform Council with a status update (SU) of the work undertaken between city staff and the Province to improve upon legislative changes as outlined by the Province in Bills 3 and 42 of 2023.  

9.2

FMC - RE: FINANCIAL REPORT AS AT 2025 PERIOD 05

Purpose: To provide an overview of the City’s financial activity as of the end of Period 05 and to compare that activity with the 2025 - 2029 Financial Plan adopted by Council on April 28, 2025.

FMC - RE: PROVINCIAL CHANGES TO BORROWING REGULATIONS

Purpose: To update Council on the recent changes to borrowing regulations for British Columbia municipalities.

Purpose: To provide a status update (SU) on major civic building projects.

#14754 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 11, 2025 - Text Amendment

Purpose: to amend the Burnaby Zoning Bylaw to clarify that the 1.0 km (3,281 ft.) separation requirement between one liquor or cannabis store from another liquor or cannabis store apply to stores within Burnaby boundaries only.

Recommendation:

THAT the Council meeting scheduled to be held on Tuesday, September 23, 2025, at 5 pm in the Council Chamber be CANCELLED, as Council members will be attending the Union of BC Municipalities Annual Conference.

13.2

Rescheduling of the September 22, 2025, Public Hearing

Recommendation:

THAT the Public Hearing scheduled to be held on Monday, September 22, 2025, at 5 pm in the Council Chamber be RESCHEDULED to Monday, October 6, 2025, at 5 pm in the Council Chamber.

13.3

Rescheduling of the September 15, 2025, Financial Management Committee Meeting

Recommendation:

THAT the Financial Management Committee meeting scheduled to be held on Tuesday, September 16, 2025, at 9 am in the Council Chamber be RESCHEDULED to Tuesday, September 2, 2025, at 9 am in the Council Chamber.
